Assignment Assignment helpAs outlined in Chapter 3 of the textbook, through history many federal programs were established to support US civilian airports with funding capital development projects. In 1982 the Airport and Airway Improvement Act established the Airport Improvement Program (AIP) for airport capital programs. While funding for AIP is collected entirely from taxes/fees from aviation users through aviation fuel, air freight bill taxes, etc., every few years the AIP budget is subject to reauthorization by Congress. Since 1982 the AIP has been a reliable source of funding for NPIAS airports of all sizes. Additionally, from the Aviation Safety and Capacity Act of 1990, the Passenger Facility Charge (PFC) was born. The PFC is a $1.50 to $4.50 fee collected by airlines who assess this charge on each airline ticket. The PFC is only collected for each enplaning (boarding) passenger, and at the end of the year PFC monies are distributed to each airport where the enplanements occurred. The PFC accounts for a much larger share of capital funding than AIP at the largest commercial service airports, which leaves more AIP funding for smaller airports. To demonstrate your understanding of AIP and PFC benefits to NPIAS airports, complete the following (2). 1.1 FULL PAGE Review Chapter 4 of the 2019-2023 National Plan of Integrated Airport System. Select two airport categories (one Hub and one GA airport) of your choice (i.e., Small Hub and Basic GA), then identify the top 4 project types (i.e. safety, environmental, etc.) that these airports historically (2017-2021 NPIAS) requested funding for, and explain moving forward (2019-2023) if these two airport categories are shifting funding priorities in their list of top 4. 2.1 FULL PAGE Review the Stockton Airport PFC Application. The application breaks down the funding needed to cover each Stockton Airport project by source of AIP and/or PFC funding. •Though many of the Stockton Airport projects only rely on PFC funds to cover roughly 10% of each project, explain how this Airport’s application of PFCs in this way substantially benefits the community that may never use the airport. •Browse through the list of Stockton Airport’s detailed projects and identify the proposed projects which are covered entirely by PFC funds and share how this class of projects differs from those largely covered by AIP funds.
