Assignment
The student should document the process of a public e-service, identify areas of improvement and develop goals, processes and requirements for government information systems necessary to implement the identified improvements.

1. Select an interactive e-service
Select an e-service provided by a public agency. The student can choose any type of interactive e-service offered by any public agency.
2. Document the current process
Document the process enabled by the e-service, including process steps carried out by citizens and process steps carried out by government officials. In order to document the process, the students may have to try out the e-service but also interview the public agency in order to fully understand the back end processing performed by government officials. We recommend the students to follow the BPMN standard for process documentation . There are several free online tools available for documenting processes using BPMN, e.g. https://bpmn.io/ (one can use e.g. draw.io, https://app.diagrams.net, Microsoft Visio, Heflo or Signavio to name just a few).
3. Interview two persons
Interview two persons on their views on the selected e-service in order to elicit requirements for improvements. You can choose any person to interview, including a friend or relative. One idea is to include questions on areas of improvement in the interview with the public agency (in step 2). Suggestions for questions to ask are found in the appendix. Document the results of the interviews.
4. Model goals for the improved process
Model goals and document your changes to the process. For modeling goals please refer to BMM, Lecture M3.1, as well as to “Business Motivation Model” document.
5. Develop system requirements
Elicit and document requirements for your changes to the e-service. Please use the table structure presented in the template.
6. Report using the template
Discuss your results and its implications on the process and the e-service. How will the e-service change what will the implications be for the citizens and for the government officials? What are the ethical consequences if your changes are implemented?
To report your investigation you should you use the provided report template.
